Hiring recruiters is tough. How many times have you hired an “order taker” when you what you need is an “order maker”?  True sales aptitude is key since unlike a regular sales transaction, recruiting involves at least three, sometimes more, sales cycles for one placement. You need a vacancy from a new or existing client (preferably one your recruiter knew about even before the client!), you need interest from quality candidates, and then you need them brought together in a perfect package.
